About the Helsinki Security Forum 2025
The Helsinki Security Forum is an annual high-level event that brings together global decision-makers, academics, and practitioners to discuss Europe’s future in the face of shifting geopolitics.
In 2025, the forum will take place in Helsinki, Finland from 19 to 21 September with the theme “The Hour of Europe.” This theme highlights Europe’s role in navigating today’s global security challenges and finding new strategies for the future.
For youth delegates, this means not only attending sessions but actively contributing to discussions that matter.

Eligibility Criteria
The HSF Youth Delegate Program is open to all nationalities, including Pakistani applicants. To qualify, you must:
- Be under 30 years old at the time of the event.
- Have an academic background or professional experience in security, foreign policy, defence, or related fields.
- Submit a 700–1,000 word essay related to European or global security (preferably linked to the theme “The Hour of Europe”).
- Commit to sharing your experiences and insights on social media to amplify the forum’s message.
Important Note: While the program covers travel and accommodation, visa arrangements must be handled independently. Pakistani applicants will need to apply for a Finland short-term Schengen visa once selected.
